Any Shu officer willing would, once in Tian Shui be able to get a task from the appointed task master in the city. This man knew all that was to be done around the city, and knew everything that went around among the people. Anyone could read the tasks described on the board and people interested needed to go the to task master and ask for the job before being allowed to go on this 'quest'.

Lately, a lot of our ships have had mysterious damage done to them, causing them to sink to the bottom of the dock, thereby destroying ships and keeping other ships from docking. We believe there is a saboteur. Go and get them all, lety none escape and bring them back for interrogation.
-interrogate (only after 'sabotage' is complete)
Once the saboteurs have been caught, we need someone skilled in the art of interrogation to get some answers out of them. find out who they work for and report back to us. (Don't claim Wu or Wei are behind it unless you asked Cao cao or Sun Jian)
-helping Pei Cheng
The people at Pei Cheng need help. We may be able to help out by getting people off the streets and making them help out at Pei Cheng...
An IMPORTANT NOTE hung on the board saying: "A disaster has struck Pei Cheng! Anyone who can offer help, go there now!"
